Ms. Gerelyn Balneg (standing with mic), BEST Education Policy, Planning and M&E Manager, guides DepEd planners in incorporating risk management in their formulation of plans and investment programs during the training on midterm and operations planning on 4 October 2018 in Pasig City.

BEST and DepEd conducted a series of training on midterm and operations planning for DepEd planners to supplement the first National Training of Trainers (NTOT) on planning and budget strategy (PBS) which BEST previously supported.

Two training sessions were held on 24-28 September and 1-5 October 2018 in Pasig City for around 60 participants coming from the DepEd Central Office Planning Service and regional personnel from the Policy, Planning and Research Division (PPRD), budget, and finance divisions.

The second phase of the NTOT focused on improving skills of core DepEd personnel in formulating an Investment Plan to support the agency’s strategic priorities and craft doable and realistic operational plans in the light of the recent budget reforms.

Participants from various DepEd offices discuss the Planning and Budget Strategy tools during the breakout session of the training on midterm and operations planning on 2-5 October 2018 in Pasig City

A topic on risk assessment and management was discussed as an important aspect of the PBS.  It helped build a risk-conscious mindset in DepEd when formulating plans and investment programs.

The training also hoped to effectively cascade the Planning and Budget Strategy tools and techniques in all governance levels especially how it is strongly linked to quality management and performance measures.  This is the new paradigm that BEST endeavors to support DepEd in enhancing their planning environment.
